Is it too late to apply in a later round?

A later round is not too late, but it is the most competitive round relative to available places. The cohort is largely formed by the time later rounds open, which means the bar for differentiation is higher.

If your application is genuinely strong and you have not had time to prepare it properly for an earlier round, applying later with a polished submission is the right call. Submitting a weak application early to avoid a later round is not a strategy, but a waste of an application cycle.

Do I need to have my career goals fully figured out before I apply?

Admissions committees expect a well-developed career plan, not a vague aspiration. The MBA is NOT the place to determine your direction. It is the place to execute, refine, or pivot a plan you have already thought through seriously.

That does not mean your goals need to be rigid. There is more flexibility in long-term plans than in short-term ones. What the admissions committee wants to see is that you have done the thinking, understand the industry you are targeting, and have a credible reason why LBS is the right vehicle for getting there.
